debian-devel-announce would be a good place, IMO. After all, it's an announcement of interest to all developers. I occasionally look at -planet, but d-d-a or debian-devel are probably the best places. Also, putting it in the documentation, e.g. the developer's reference wouldn't be a bad thing.
