http://www.de.debian.org/doc/debian-policy/ch-files.html#s10.1 It doesn't talk about any syntax, so dpkg-buildpackage just searches for the bare strings without any delimiters. I think there is a bug somewhere in the debian-policy BTS to define it as a comma delimited list.
