I am not quite sure what you mean.
Are you saying that in order to submit a bug against a Debian package
without it being summarily closed, I need to be a member of the
development team for that very package?
(And yes, I am actively helping with triage of Debian bugs, and have
been doing so since the late 1990s. But that's pretty much irrelevant
for this discussion.)
