There are virtual packages which could be used to express the PDF -> tools relationship if it was important to do that. As an example, the r-doc-pdf package suggests pdf-viewer. Perhaps rt2500-source should recommend bzip2? The relationship seems to fit the definition - a package that is usually installed along with it but not strictly required.
