'bzr' is not an implementation of Arch. At best, it is strongly
inspired by work the developers did on 'baz', which *was* an
implementation of Arch.

With the 'bzrtools' package installed, it's (sometimes) possible to do
a one-way import of existing 'baz' branches or repositories. That's
useful for those who know they're transitioning to an entirely new
VCS, and want to do so.

I agree; the older 'baz' VCS is what currently gets installed with the
'bazaar' package, and the 'bzr' VCS is not a compatible replacement.
