Mandating a -doc package seems excessive unless it can just be a Provides. For the two libraries I maintain (both of which are pretty straightforward) the provided documentation consists of a single manual page and in one case some example code. Putting them in a separate package wouldn't feel terribly constructive to me. What benefit do you see from forcing such a split? -- "You grabbed my hand and we fell into it, like a daydream - or a fever."
