There is an intermediate layer of human judgement between Policy and
RC-bugginess, namely the release managers.  Manoj has been working on
bringing Policy more closely in line with the release policy, but I expect
that line of human judgement will remain.  I think it's valuable; there's
no substitute for human evaluation of the importance of a bug.
