Which for sure does not mean that no one there knows debconf well enough. Rather it seems that you are not able to properly phrase your questions, or maybe not to understand the answers. Please don't bother us, there's a purpose behind separating the lists. Ah, and, btw, *none* of the things you describe is a bug. The first isn't supposed to work without prior usage of debconf-loadtemplates, the second is a typo by you, the third is missing a command on stdin (and tells you that).
