Actually we are the only big GNU/Linux distribution without bootsplash support.
We can try to introduce it in debian?
Some possible solution
1. Patch and user tools (www.bootsplash.org) or (www.bootsplash.de)
2. Via userland tools only (like fedore)
3. The Debian Way (some idea?)

Package "splashy" provides userland alternative
Package "bootsplash" and related packages provide kernel patch alternative
So this bug is fixed for anyone who wants a bootsplash.
Debian doesn't put in a bootsplash by default: I'm actually rather happy about
that,
as it makes it easier to diagnose early kernel failures.
