You missing an important point. The relationship between SPI and Debian is a bit like the relationship between the EC and the EU. Neither Debian nor the EU exist as full legal entities so cannot have agents, enter into contracts, make agreements or own things. Ofcourse, there are assets to be managed, so there is a legal entity that does this. So strictly speaking you cannot work for or represent Debian, it just doesn't exist in a legal sense.
