Of course, except a couple things complicate their use for keysigning: 1) Most people don't carry a birth certificate with them as you can establish citizenship and identity with one, and 2) Social security cards are not a legal form of ID anywhere in the US, the only legal use for the card is taxation and social security benefits, all other uses prohibited by law.
