They shouldn't, unless they want to receive mail for the system-user
account.

Policy 11.6. "/etc/aliases is the source file for the system mail
aliases (e.g., postmaster, usenet, etc.), it is the one which the
sysadmin and postinst scripts may edit."

And indeed e.g. clamav or inn2 will add itself to it (if it exists.)
