glibc already checks for more than 40 packages and restarts only those that are installed. I doubt there are that many packages that needs a restart on udev install/upgrade. It's true that it is not a clean solution that udev needs to keep track of the packages that should be restarted, but this method works now while a more sophisticated method needs someone to design & implement it.
