It is sometimes not possibel, specialy if you have no Internet connection or a private Debian mirror. "ndiswrapper" in the d-i can access easyly the CD-Rom with the firmware provided by the hardware manufacturer. I have created some wrapper and downloader for some customers of me whose migrating from Windows to GNU/Linux systems. Providing no wrapper oder firmware loader let run such Windows switchers run into trouble, because it prevents the migration. Even if is designed to develop DFSG software because it depends on a package in contrib which depends on a package in non-free.
