The definition of "contrib" is that it is for a package which is a
wrapper for non-free-software.

If there isn't any free software for ndiswrapper to wrap, and the
reason we care about having it in the installer is to help support
users who are stuck with non-free NDIS drivers as the only way to get
their hardware working (and I think this is an *excellent* reason to
have it in the installer, btw), it sure seems like its purpose is to
wrap non-free software.

Maybe I could understand your point better if you could give me an
example of a wrapper for non-free software which you *do* think
belongs in contrib, so that I can understand what's different about
that case and ndiswrapper?
