It's quite different in fact, in some ways more encompassing (incorporating archive management, software translation, bug tracking, support, etc.) and in some ways less (no mailing lists or file distribution). That said, it isn't very fruitful to discuss "all DDs" using Launchpad, any more than Alioth or vim or zsh. They're tools which software developers can choose to use or not, and Debian isn't in the habit of mandating the use of certain tools on the part of its developers. Where Debian developers have chosen to standardize on certain tools, it's because a subset have found that those tools help them to work more efficiently, and Alioth and Launchpad are no different in this respect.
