In the case of someone who attaches a patch to a bug report, I think getting a mention in the Debian (or upstream) ChangeLog is sufficient. I generally also even mention bug submitters in the Debian changelog, as a way of thanking them for the time they took to identify and investigate a bug. I treat both fellow developers and non-developers the same in this respect. Realistically, what more can we do?
