How is that a problem? FWIW, I personally think that as it is, we already have way too much bureaucracy in how we recruite new developers. I agree we should put a line somewhere regarding who we let in and who we don't, but that shouldn't be done by making it a process with more rules and regulations which, accumulated, takes longer than the process to become a police officer or so.
