Isn't that for dynamic-IP dial-up only?
AFAIK there are two lists, however only few static dialup IPs are registered -- after all, the interesting attribute is whether the addresses are dynamically assigned, not whether the network connection is intermittent (mail servers are supposed to handle that as a temporary error, while talking to the wrong server will lead to a 5xx and the mail bouncing).
