Maybe Sid's? You may want to read http://www.debian.org/mirror/. The complete archive is about 120 GB large and changing constantly. You can mirror parts only. But I believe that 1024/512 kbps is not much considering the size of even the CDs. A single user would need to wait 3-4 hours to download a single CD if the bandwidth is fully available.
