What about user-installed blacklists? Will the new packages at least try to convert these from blacklist format to modprobe format? Otherwise you are likely to cause severe headaches to a lot of people whose system crashes when a given module (that hotplug likes) is loaded, etc. -- "One disk to rule them all, One disk to find them.
