all wanna-build pick it up

fast buildds build and fail

wanna-build updates, sees 3 build failures, moves the package to the
end of the build queue

slow buildds come around to request a new package but won't get the
broken one (unless idle)


I said it in the past, the number of build failures accross all archs
should be considered in the queue order. Prioritize on packages that
do build.
