It has indeed. GNU CVS has a poor security record; OpenCVS plans not to. It should be noted that OpenCVS has not been released, OpenBSD still uses GNU CVS, and there is not a non-OpenBSD-specific version available yet (as with OpenSSH, OpenNTPD, and other OpenBSD projects).
