No. Packages are not maintainers; please do not file bugs against packages which are not package bugs. If the maintainer is truly MIA, then the correct course of action would be to contact debian-qa, and have the package orphaned via a bug report against the wnpp pseudopackage. But it seems, from subsequent emails, that the maintainer is MIA.
