Why? We currently do not denote every file shippped by upstream with a
.upstream suffix but instead earmark added, Debian-specific items
using the same base name with a .Debian suffix.

This also makes it easy to distinguish one from the other and spares
us hunting for cross-references.

(plus there is a mult-year transituion period where it is suddenly not
possible to discern the Debian specific bits, as there is a mixture of
tansitioned and non-transitioned packages.)
