This is a _should_, but there are situations where this is not possible. A common case where ntp is not available at startup (and the timeout delay _not_ appreciated) is when a complete machine park at an ISP was shutdown (for example during move, power works or an emergency) and is now re-started. The firewalls usually depend on the NTP and DNS servers which they protect, so if you start the NTP servers first, the firewalls are not there so there is nothing to sync from, and when you start the firewalls first, the NTP servers are not there so there is nothing to sync from again.
