Existing installs are already configured with debconf. Their
/etc/locale.gen will not be touched.
If you do dpkg-reconfigure locales, then users could have the locale
switch to UTF-8 if they so choose. The system should then carry on
working like normal, except for the fact that they are now using the
UCS.
There is potential for breakage if they have any software that does
not behave correctly in a UTF-8 locale. IMO we should treat such
packages as being seriously buggy, and get them fixed or removed.
Nowadays, there should be few pieces of software that break this way,
and there is really no excuse for it.
