GNU project stuff also uses libexec (by default; I don't know if that location gets overridden in debian builds). E.g., if you build your own emacs, notice it installs various helper programs in /usr/local/libexec/emacs/... I don't know if there's an argument for it other than clarity and warm fuzzies.
