Who said it was? I'll happily say that I want all software to be free. But, Debian has a more modest statement. We have decided that our goals are more modest than those of the FSF. We only want the software we distribute as Debian to be free. It's Debian's decision to narrow it's goals to focus on what we happen to distribute.
