This is indeed true and someone ought to remove the useless link, or
maybe instead point it to http://packages.qa.debian.org/libppd .

I guess it gives porters a place to file bugs like FTBFS that aren't
specific to a binary package, only to the source package.  (This is IMO
since I've never seen a discussion on this before.)

Because the bugs went to the package page against which they were filed?
Apparently if you have a source package "foo" producing binary packages
"bar" and "baz", the BTS recognizes "Package: foo" as well as the latter
two.

Probably this "situation" is the case for all source packages that do
not produce a binary package of the same name, but for which porters
have filed bugs against the source package.  It was true for my
multi-binary source package cernlib (before I introduced a "cernlib"
binary meta-package).
