ftp-master, usually the maintainer changes the priority in the next upload, and replies to the mail regarding override discrepancies he gets, it lists the correct address to reply to. Both ftp-master and the package maintainer need to change it, but in the packages lists and everywhere where it matters, the ftp-master definition takes precedence. At the moment rules like a package may not depend on a lower priority package are violated reasonably often, and this is not a RC issue. See [1] for a list of those issues.
