It seems to be mainly a problem with various names floating around. In aj's mail "tier-1" seems to mean "ftp.d.o arch" _not_ "released arch" which he discusses one paragraph earlier. So the clarification: ftp.d.o mirroring and release status are not strongly coupled (but probably only released archs will become ftp.d.o archs...).
