I totally agree to this. AFAIK, the reason for the "priorities" is that
the users get "good defaults" in dselect. Thus, if someone wants to
install a new system, it should only be necessary to enter dselect and run
"install" to get all "required" and "important" packages. Of course, if an
"important" package depends on an "optional" library, the latter is
"important" too!
If there are no objections, the quoted sentence above will get into the
next Policy Manual.
