I will rephrase it, the way I read it: "You may not modify this under the terms of the GPL version 2 or later (if you desire) as published by the FSF". The implication might be that you can modify it under the terms of the GPL 1. Alternatively, maybe you could modify it under the terms of the BSD license. However, the above line does not grant any privileges, it only removes privileges, so I think it is meaningless. The only part that means anything is "you can redistribute".
