Remember that more people is not always better. Take a look, for example, at "The Mythical Man-Month" [1]. There is a main idea in the book: Adding manpower to a late software project makes it later. We failed miserably. This discussion should not only take place at the end/beginning of a release cycle, but it should remain an ongoing concern.
