I expect the Debian maintainers of such a package to understand the
code very well themselves, because that would be a necessary part of
the job.

The upstream maintainers might well have a good clue about stability,
but the point is that they haven't promised anything about stability.
Stability means not changing features and interactions with other
parts of the system, and I don't think they worry about that much at
all.
