AFAIK, the "official" Debian wiki is http://wiki.debian.net and like most wikis, *anyone* can create a page. Please go ahead and do so. Create a new page linked from http://wiki.debian.net/index.cgi?CustomDebian and then work from there. When you get to a stage where you need a www.d.o page, you won't need to be a developer to get one of those either I don't believe.
