Not true. There is quite a high correlation. Between GMT+4 and GMT+8 you will find largely English, Spanish and Portuguese. Other TZ's have similar high correlations. You won't find much Swahili in GMT+12. I don't think anyone is looking for a solution in which the computer knows what you want before you ask - as I understand the discussion it is more a matter of giving a large number of users a choice in a top set of selections and while as small a minority as possible must search an alphabetical list. Nothing will be perfect, but I think a few heuristics applied to early options might come up with a satisficed top selection set.
