I doubt it. Some people have few enough packages installed that a nice pretty interface like that is reasonable. Keep in mind that debconf notes weren't implemented to piss people off - they were implemented because they can be used well. They're overused and overabused, but they're a valid presentation mechanism ... under the right circumstances :)
