well, it seems for me this just starts apt-get getting everything all over again, http_proxy or not. So how does apt-get know if a /var/lib/apt/lists/*Packages file is up to date or not? It might be unaware that we have changed a Packages file underneath its nose because it only knows about changes that it itself did?
