The point being made is that "#193497 has been fixed" tells you absolutely nothing. People who know what #194397 is about can only be droids with too much time in their hands. Now maybe public humiliation and eternal ridiculation on debian-devel is not necessary, anyone reading the list should be aware of the issue now. But I think it can be still useful to send the authors of such changelogs a courteous private request to read the Developer's Reference, section 6.3.3, which will certainly improve the overall quality of Debian, with the additional benefit of not annoying this mailing-list.
