Personally i think your choice of name is excellent. Prepending the gnome- is pretty helpful as is appending the -applet. Although i think you should explain what it does directly in the description; "Simple gnome applet to change display settings (resolution, etc)" And then include further explanation of everything it can do with XRandr in the description. I think you might be right about the naming of hardware-monitor, it is a very generic name.
