It's non-free. However, Erik Tews fixed the package so it has proper
build dependencies and after a rebuild the package installs again.
I've just uploaded the package.
Is there no GTK based SQL monitor for PostgreSQL? I can't believe
that the non-free mpsql is the only graphical one.
