IMHO, gtk-* should be reserved to packages that are part of the GTK project, or at least closely tied with it. To me foo-bar implies that this packages is the bar part from foo like in bind9-doc or libnss-db. For gtk-fm, dropping the dash (gtkfm), like it has been done for many packages (gtkterm, gtksql, ...), seems more appropriate.
