No, the maintainer of the package is the person who gets sponsored (he's the maintainer of this package although he isn't yet an official developer). It's a bit similar e.g. to the case that you are somewhere at a conference and don't have your GPG key available but you want to fix a bug in one of your packages. You can then prepare your package and another developer who has his laptop with his GPG key available signs your package. cu Adrian
