After doing it for years, it can become very much quicker. With properly designed upstream source(nice build system, configurable installation, DESTDIR support), making a deb can be done in a few hours. Lately, I have even been creating all of debian/* using no templates at all, and doing everything from scratch. Of course, this has no bearing on the discussion at hand.
