It is indeed possible to put the configuration scripts in a package. However, it doesn't go on the base system, it's installed on a mini-root floppy. I will split the boot-floppies package into several packages, and these will include a package for the configuration scripts. When that's done, I will put these packages up for other maintainers to take over.
