Yes. Dpkg has the switches --force-confnew, --force-confold and --force-confdef to skip these questions. If you use apt, you can pass options to dpkg with the Dpkg::Options setting in /etc/apt/apt.conf. Use with care. See also the manpages apt.conf(5), dpkg(8) and "dpkg --force-help".
