If their copyright is acceptable, why not put them in the package? FSF (really Richard Stallman) is attempting to discourage the use of man pages and replace them with info pages. Info pages have the disadvantage of requiring a navigation mechanism to do anything with them and being much too verbose for their own good or anyone else's.
