Thanks for your replies. I think this is a more special case than
others. I do not expect any of the instances that Paul mentioned to
actually run the packaged debbugs and instead expect all of them to run
from a git checkout. As such the package probably is useless and
removing it still seems like the right action to me.

This is a valid question and I have no good answer. Before proceeding to
remove the actual package, we should have an answer. Hence, I am
lowering the severity and that'll prevent the autoremover from taking
further action. I still hope that the situation can be improved by
bringing the actual package into better shape or finding a different
place for the bug reports. However that may turn out, I agree that
removing the package has more downsides than benefits at this time.
